The approach of quality engineering is useful. But in many papers, there are invalid explanations.
I try to re-construct quality engineering because this study field is confused.
I wrote, in the Process Control page , that the idea of "evaluation of the cost in the process" is same to social cost that Environmental Economics studies.
Quality engineering may be the study of " Quality for Environment " in the future.
